Welfare services developed during the 1900 as a step towards the People's Home, where citizens were granted some social support services. Welfare services are mainly counted as health care and medical treatments as well as social insurance, but also unemployment benefits and access to culture which often are publicly financed. By de-regulating and privatisation, the welfare services has recently developed in to a society that more and more is characterised by competing service production, where the basic foundation is private juristic contracts.
